In the end the best solution for me was to create a virtual folder in IIS and use that in the file path. This got me around pathing problems caused by configuration differences between my development and production machines.

\\WebServer\sharedfolder\mypic.bmp

You just need to replace c:\ with \\WebServer\ in your code.
