The problem appears not to be in your code but in your IIS configuration of your localhost server.
How are you calling this ASP page?
Are you doing it with http://localhost where time.asp is set to be the default page for this site or virtual directory? Or are you getting the error when you call this page with
http://localhost/time.asp?Make sure your IIS is configured correctly. Make sure you have the option set to "run scripts" in IIS.
