>I am about to start a new system manufacturing system in vfp7. There will be only about 10 users, security is not an issue however the system is extensive. I am an experiecned developer for whom code is not a problem. Should I investigate a framework such as Visual ProMatrix?

Absolutely, consider using a framework. It can save you hundreds of hours by having all kinds of common tasks already created along with numerous classes already defined. Besides the fact that it's proven by many developers and users and has a lot of the pitfalls and problem areas of an app already resolved.

As far as which one ... everybody will have an opinion and most likely, everyone will favor the framework that they currently use. I've used two frameworks so I'll give you my opinion on those. Originally, I used ProMatrix and it really helped with my transition from FoxPro 2.x to VFP. I was very happy with the results and the app I was able to create.

However, recently, I've been using Visual MaxFrame Professional and I have to admit that I'm blown away with it. It far surpasses ProMatrix in it's flexibility and it's much more powerful and robust. That said, I'm sure you'll get the same kind of responses from those who use Mere Mortals by Oak Leaf or Visual Fox Express by F1 Technologies.
