And you get report designer window? You get report preiew window, not a designer. Designer could be opened only by MODIFY command ... If you get a designer window by this command (and only by this), this is a bug in VFP. To confirm it, do following:
put SET STEP ON in the code just before REPORT FORM Employees PREVIEW command. Then run program. It should stop in debugger just before executing this command. In debugger, step into this command tor un it. See what happens. If you still get report designer - this is a bug.
