I use West-Wind but these are general replies.
1. If, by web-host, you mean where can you host it, it depends upon what you are trying to do, but the simplest option is to get a leased-line and run your own web-server. ~3K from BT (NetStart) or ~1200 per annum via Beam Solutions Satellite. Otherwise you can have your stuff hosted or co-locate a machine somewhere: we (file-away) are just about to start this ourselves, but you could look at Zetnet as well. Co-hosting works out nearly as expensive as a leased line, though.
If you mean what web-server can you use, (with west-wind, anyway), just about any (including Apache under Linux)
2. A lot, but you can always run a server-app in parallel with the existing LAN app, if you need to. The changes do make things simpler, in many ways.
3. Forgetting that you don't preserve state between user requests (that is, request 1 might come from user A, request 2 from user B, then 3 from A again...) so you must recheck / reload stuff for each hit. This is not as onerous as it sounds. Not getting a consistant navigation metaphor for your users. Forgetting about record-locking between calls.
