Alas, I am also experiencing these symptoms. What drops out, however, is unpredictable. I have one working ISM file but it's not quite what I want. 1st revision - the contents of my help files feature just didn't install. 2nd, simpler, revision - help files in, the support files foxhhelp7.exe & foxhhelpps7.dll not in.
Yes I have doublechecked the ISM features and the difference between the 'good' version and the simplified, misbehaving ones was only to do with the dialogs. I can see the non-installed files right there in the setup features.
You didn't say how Intallshield support assisted you to fix up your woes.
Any clues?
