For the values where there is no bar, there is not data, hence no labels and no bars. I thought about faking it out by putting data in 1 minute and 3 minute fields, but somehow suppressing the value label (the number that shows above the bar). I also would have to make the value like .0000001 or something so that the bar almost disappears inside the x-axis line.

Fun, fun, fun. I shared this set of charts with a coworker and he might have another idea, but I can't seem to think of anything else.
