If you need the watermark to span across several bands of the report, you have to hack the FRX. Start by adding the picture to the report using the Report Designer as described by Jerry. Then exit the Report Designer and do the following:

USE MyReport.frx

Now locate the record that corresponds to the picture you added. The record will have an OBJTYPE = 17 and the PICTURE field will be the name of the picture. Once you've found the picture record, change the VPOS, HPOS, HEIGHT and WIDTH fields which correspond to the vertical and horizontal position of the upper left corner and the height and width of the graphic file. The UOM used is 1/10,000 of an inch. If you run the report and see no picture, it means you make the graphic too big so go back and readjust the size until it fits.
