Hi Keith,
I've tested this a minute ago:
- Add existing file to VSS project
- Check out the file
- Delete file on harddisk
- Delete .scc file in the directory the file was in
- Undo checkout
Worked fine. In the dialog that comes up when doing an "undo checkout", I selected "keep local file".

>I think part of the problem with this is that we don't have the specific source the user used. VSS needs to be able to access the ".vss" files on the users hard drive that are created in each folder of the project that you join. Without those files SourceSafe doesn't allow you to undo or check-in a project or files. (I tried and that is the error I got.)
