UPDATE:
I have found a bypass!!! Seems MSDTC.EXE consume 99%+ of the CPU. Found a way to end that task by rt-clicking its name on the Task List, clicking DEBUG, then stopping DEBUG.
Per Q246679 I was able to UNINSTALL MSDTC.EXE. However, I don't know the impact of this, though it looks real important.
