You should be able to do it through SourceSafe Explorer if you log in as Admin. After opening up SourceSafe Explorer, select "View | Search | Status Search" from the menu. Specify the user name, and select "Search in all projects". You can then highlight all files, right-click, and select "Undo Checkout". Select "Leave" when it asks you what to do with local files. You'll get some warnings about undoing a checkout on someone else's files.
