Most likely this is due to VFP initially opening the view. When VFP opens the view, it locks the record in the DBC very briefly to make sure it has the most up-to-date view definition. It then unlocks it.

Message#511409 gives an idea of a work around. You could also create a copy of the DBC on everyone's local drive.
