Short answer ... no. But, you can have WebForm "parts" to your app that can be run from a browser. You can also incorporate a browser control into your WinForm app so that the WebForm part of your app can still look like it's "in" your app even though it runs in the browser-control.

I suspect that what you're really asking is can you develop a WinForm rich GUI app that can also be run from just a browser, with the lousy, pathetic browser-UI. Nope. The two are totally different.
