I doubt that it's Windows that buffer the data, it would affect not only VFP applications but other applications as well.
VFP can buffer the data to maximise the performance. You can reduce the chance of data-loss by:
Closing the table
Unlock the record/table or
Use FLUSH
as soon as you finish writing the data and:
SET AUTOSAVE ON
Buy a power supply backup
Install a more robust OS like Win2000/XP
