As far as I know, there never was a download. I believe it was only ever available directly from MS. You called them and supplied them with your 3.0 registration info, and ~$10.00 (for shipping and handling), and they'd send you the 3.0b version on a new CD. As you might guess, this offer expired many, many years ago.
I'd guess that the only option now is eBay or

I just upgraded to a Toshiba laptop that has 512MB of RAM. Thought it was XP because it just so happens my desktop at home also has 512MB of RAM and VFP3 would not run on it either.
