I don't think there is a way to turn it off in Win98SE.

I found a way to do so (disk write cacheing) in Win2K BUT that only works for the boot-up when I do it and it gets reset between boots. Mind you I have not tried that since I installed SP3 on the box, so it is possible that it is fixed there now.
