I believe the only time the lines appear around the Page name is when the "Page" has "focus". We worked around this issue in one application by not allowing the "Page" to have "focus". E.g in the Click event of the Page we placed a SetFocus() to the appropriate control on the page. Similar when the form launches. So we try to make sure the "Page" never has "focus". Others may have additional or better ideas on this.
