I would use MSDE becuase it's 100% compatible with MS SQL so your upgrading to MS SQL might be a breeze if needed. Visual Studio CD had SQL service Manager tool that allowed you to start/stop the service but to create databases and tables, you might need to use 'MS SQl Enterprize Manager' or 'MS SQL Query Analyser' to do that.
