I have never seen such an exact limit. Many factors impacts performance like indexes (you need some but not too much), the presence of a blob field (like an image), memo fields, the number of columns, the way you write your queries, the kind of interaction with the database (read only or read-write), the state of the database (compacted on a regular basis), ...
