Are you still using Redhat Linux 7.2 or have you upgraded to RedHat Linux 7.3? I'm running Redhat Linux 7.3 which no longer has the linuxconf utility. It was easy to create a user with root privilege using linuxconf, but this has been replaced with the "Red Hat User Manager". If you bring up the Red Hat User Manager you can setup a new user complete with password, home directory, and login Shell. Just select the user and click on properties. I usually accept the defaults. Also, there is a page frame label "Group". If you select this page frame it allow you to assign a user to multiple user groups. For example, if I had a user Jim, I could assign Jim to groups: mail, user, postgres, etc. To give a user, other than root, alot of privileges, include the user in the following groups:

adm
apache
bin
daemon
disk
sys
wheel
user

Your user may need to belong to additional groups depending on what the user will be involved.

After assign a user to groups you must fill in the Primary Group for the user. I would recommend that you assign the user to the Primary Group adm.

I noticed awhile back the you were switching off sendmail to another mail server. If you don't mind me asking, how do you like the new mail server, and how does it compare with sendmail?
