You have to use XP Pro edition to use ASP.NET. The Home addition does not allow you to run IIS.
You have two options:
1. Load VS.NET on your XP Home and connect to a server that supports IIS.
2. Load Web Matrix (
http://www.asp.net/webmatrix/) it includes the ability
to run ASP.NET pages in local mode without the need for IIS.
