One trick which Milosevic used to turn a meek and soft version of socialism we had into a moronic dictatorship was to take care not to hurt any significantly large group. He'd always go against those who wouldn't have enough clout - and then hit the major groups when they were almost suspected by the others for being in relatively good position.
So it was with the media coverage - he never closed all the independent media at once. He closed them one by one, using different methods. Sometime he'd jam them, sometimes impound broadcasting equipment, sometimes he'd just impose fines for whatever imaginary felony, and drive them bankrupt. Never too many at once. We didn't really notice we were living under a dictatorship, until we started counting things we got used to. Usually after counting to ten of them I got [insert common word for excrement, real one won't pass UT filters] scared of the future - if we got to this so easily, what else may be in store?
