Since this is trending to solutions, I'll add some:
1) A simple pre-entry list of 'questions' (with only choice-styled replies) that could then be used to search the database and present a list of POSSIBLE duplicates.
2) A search facility similar to what exists for the forums area, again presenting a list for review.
3) A post-entry processing to discern/present possible duplicates BEFORE adding the new entry. The enterer could then have the option to add a comment to the existing entry or making it a new entry.
I agree that an ADMINISTRATOR is the best way to go. I would even volunteer to do it for x months IF THERE WAS A BETTER WAY TO 'SCAN' EXISTING ENTRIES to help me do that.
