I solved the problem by trimming tags from the CDX. The problem I faced was that the total size of the final app would have been larger than 2GB. I don't know if this is the same issue you face.

The source of the problem was big increase in the size of the CDX from 7.0 SP1. This pushed my total app size from 1.6GB to theoretical 2.3 GB (too big for the fox to handle).
