Could - sure. Should - debateable: I think it's gerneally accepted that .Net languages are not going to perform as well as C++ but you're more likely to produce safer code.

I've read that C# sometimes produces more optimised IL code than VB.NET but seen no objective evidence (although I haven't looked hard). Also C# allows the use of unsafe code to get a performance edge. Don't know how JScript fits in to this.
Just my 10 cents worth (I've only used .NET for ASP.NET stuff so my understanding of it's performance in processor-intensive situations is based on hearsay anyway).
