I think he picked a good example - Iran would be just another member of the UN, just like USA is. So they would have all the rights to wield the newly introduced rules... supposing all member states are equal.

The only thing, purposedly missing from the article, is the unspoken assumption that some members are more equal. Instead, a doubtful provision is introduced, that the rules hold for all.
