If you are using free tables you need to especify the directory in the connection string.

This a string connection to access free tables in C:\TEMP directory:

Provider=VFPOLEDB.1;Data Source=C:\TEMP;Mode=Share Deny None;Extended Properties="";User ID="";Password="";Mask Password=False;Cache Authentication=False;Encrypt Password=False;Collating Sequence=MACHINE;DSN=""
