For VFP8, that is true. However, anyone can apply to be an official beta tester. To apply for the VFP9 beta, send an email to betareq@microsoft.com. You'll get an automated response with instructions on how to apply for a beta. Applying for a beta does not guarantee you'll become an official beta tester.
