Ken Levy has already answred this here in the last month. If you go back and search, you'll find his response. But, if I remember it correctly, it had something to do with 1) resources. The more copies of the beta floating around, the more resources it takes to manage the beta process and 2) timing. There wasn't enough time to get the beta posted and available for download based on the Fox team's release schedule.
