I had a similar problem a while ago, anything I did would not make it stop. It appeared it was only happening with me, as searches on the UT turned up no similar problems by others. Fluke? I don't know. It finally went away after I installed SP1 for VFP 7.0 and rebuilt the distribution .exe using Install Shield Express and re-ran the setup on the production machines. It did not flash/flicker in development, only on the runtime .exe's.

Just some ideas if you have not resolved the problem any other way and have a similar set-up as I mentioned above.
