have a look at www.west-wind.com and look for "HTML Help Builder". AFAIK it's $199, but you should consider calculating the time you need to build the help file with HTML Workshop against the time you need with HTML Help Builder. If you find, that Help Builder enables you to speed up the development time remarkably, then eventually the $199 are worth it.
