You can change it from the Registry. This will change the background color for the Command Window, Modify Command window, and all the Code Editing windows.
Registry Key to modify:
HKCU\Software\Microsoft\VisualFoxPro\7.0\Options\EditorNormalColor

The Value data (without quotes):
"RGB(F1, F2, F3, B1, B2, B3), Auto, NoAuto"
where 
1) F1, F2, F3 are the RGB color values for Foreground color;
2) B1, B2, B3 are the RGB color values for Background color;
3) "Auto" indicates that System Colors is used for Foreground color;
4) "NoAuto" indicates that RGB color values is used for Background color.
