Don't copy the .DLL fdiles blindly to the SYSTEM32 folder; whether you can do that is OS dependent, and in the case of Win2K and WinXP, the OS may defensively bounce your copy if you try to replace a file there which already is present and seen as a system component.

Use a Windows Installer compliant install builder to distribute the runtimes and support files at a minimum; you are supplied with the files as MSMs along with ISX LE with VFP7, and the MSMs take care of many issues, such as where to place the files, and in the case of OSes that support things like side-by-side versioning of components, can stick them in place properly and register them, as well as determine if the existing components on the system are the correct version and upgrade them properly - the MSM contains a great deal of information about the requirements of the MSM content. Windows Installer also provides you a means of uninstallation, and is transactional, so that if the install fails, it will reset the system state back to how it was before trying to install.

If you don't like ISX LE (and there are definitely features that I feel are lacking) you can always use Microsoft's Visual Studio Installer v1.2, a free download from the msdn.microsoft.com/vfoxpro site, or any of several commercial products like Wise or the fuller InstallShield products (InstallShield offers a discount for upgrades to full ISX or IS Pro for VFP 7 owners.)

There is a post in the FAQ that lists the files needed for the VFP runtime environment; I would not consider a roll-yer-own install unless a loaded gun were held to my head.
