Edit the User and have them use the same Profile as the other user is one method; another would be to copy the first user's entries in the start menu (right-click the start menu button, pick Explore, find the entries for the original user, copy the content of that user's folder and contained subfolders, and then paste them into the new user's folder.

Another way of ensuring that all users inherit the same thingies like desktop shortcuts, start menu entries, local application data is to place the shared settings in the equivalent folder for AllUsers.WINDOWS; each user will inherit objects in AllUsers into their equivalent environment.

If you could be a bit more precise about what elements of the working environment you want to duplicate, it would be easier to suggest exactly what to modify - User Profiles, Login Scripts, Group membership or UI environments.
