It's called "ReKall" and includes drivers for MySQL, PostgreSQL and xBase.

It has some VERY interest screen shots, and seems to be everything pgaccess is but 1000X more mature and full featured.

Looks like a very good product. There is a version that runs on KDE and a version that uses Qt-3 but runs in any X-window desktop.
