No, GENDBC is a tool that has existed for multiple version which will create a .PRG to programmatically rebuild the content of a DBC; it's been there in the Tools subfolder for a long time. It'd in the following on my computer:
C:\PROGRAM FILES\MICROSOFT VISUAL FOXPRO 7\TOOLS\GENDBC\GENDBC.PRG
My copy of solutions.app is in:
C:\PROGRAM FILES\MICROSOFT VISUAL FOXPRO 7\SAMPLES\SOLUTION\SOLUTION.APP
IOW in the SAMPLES\SOLUTIONS subfolder of my VFP7 install - same for VFP6, except relative to where VFP6 lives.

If you didn't install the sample files or tools, you should be able to do so by reinstalling the additional components from your copy of VFP.
