What language do these controls ship with? If you didn't installed the corresponding developing tool, but rather copied and registered the OCX, the controls are available for use (instantiation on a form) but not for design mode (placing them on a new form). When you install a developing tool, certain licence files (.LIC) are installed with the OCXs to allow their use in design mode.
