For Windows 2000, grab the Win2K Server Resource Kit. There is the "kill.exe" where you can type "kill -f (procID)" and the process will go. There is also a service you can install and then can use rkill.exe or wrkill.exe from any system on your LAN to kill processes remotely.
There is an open source one or two out there, use Google.
