How do you decide how many points to give? What is the minimum and maximum to give to someone for a solution? How do you actually give them the points -- is it a menu option? Also I see stars next to some members names which I think are tied to the points as well and I would like to know where the stars come from.

If you started the thread, at the bottom of the message you will see buttons with ToolTipTexts similar to: "Mark this message as the solution to the thread", or "Mark this message as a help to this thread".
