I agree that [] are string delimiters, but I have been caught out on a couple of occasions.
Try the following code:

#DEFINE Goodbye Hello
? 'Goodbye'
? "Goodbye"
? [Goodbye]

Result should be:
Goodbye
Goodbye
Hello
