SELECT * FROM Table_A WHERE NOT EXISTS ( SELECT Table_B.PK FROM Table_B WHERE Table_B.PK=Table_A.PK)

* OR 
SELECT * FROM Table_A WHERE NOT Table_A.PK IN ( SELECT Table_B.PK FROM Table_B WHERE Table_B.PK=Table_A.PK)
