I don't think there should be any set place to praise or criticize MS, I just hope that anyone in this industry, regardless of their opinion, will not feel pressured to not criticize MS so that they stay in Microsoft's good graces. Private criticism directly to MS has its place, also. I don't mean to suggest private avenues are not appropriate at all.
Yes, the MVP award is given for past efforts, but if MS feels someone hasn't been as pro-MS as they'd like, don't you think it's possible that they won't be given the award?
