Another solution would be to set some form's flag and check this flag in command button click. If it's true, just return and do nothing (or give a message, whatever).

So, you can do this in a variety of ways. When they make their first selection, populate the user list with only those users it pertains to. Or, disable the inappropriate users by prefixing a "\". Would either one of these solutions work for you?
