People seem to use two different methods to do this...

The 'official' method, as I understand it, is to enter your proposal into the "Universal Thread Task Tracker", available from the "More:" drop-down at the top of the UT frame.

Some people seem to prefer the Chatter FORUM, using the category called (something like) 'Universal Thread related topics'.
