It may depend upon a number of things.

1. Your needs.
2. Budget.
3. Training.

Another product you might consider is Visio 2002. You can download a thirty day free demo from Microsoft. However, with VFP and SQL tables being the issue I think xCase is the logical choice. ER products are great but check prices, training and the learning curve.
