What you are doing should work fine...you should not have to put the variable name in parenthesis. Using &gcRptLogo yields a Syntax Error. The variable does not need to be public.
Just to make sure, you are putting it in the Picture from File location of the dialog? I would drop a field onto the report next to the picture, with file(gcRptLogo) in the expression, just to see if a .t. shows on a report preview.
Not that I know of any differences, but what version of VFP? OS?
