It's 'ConnectTimeOut' not 'ConnectionTimeout'. Also I think this was added in v3.0

ConnectTimeOut controls the time out for making a connection.
TimeOut controls the length of time the client waits for a response - so that sounds like the one you needed. When you say it didn't work I assume you mean you changed the value with no effect ?
