IMO it is definitely more organized and efficient to give everything it's own folder, like FORM,PROGS,LIBS,REPORTS,etc.. You could choose a new area, make a new project, copy each file type and put them in neat folders and then rebuild from the copy to avoid confusion; if it works then you're OK.
Also, if you drag and drop Fox file-types on a Project from an Explorer window it will absorb and categorize them for you...a real time-saver if you have a lot of files...
