Since I don't have access to a Win98 box here at the office, I'd have to hazard a guess. You might try changing the ProgID reference to Shell.Explorer.

I don't know if the associated dll (shdocvw.dll) is supplied by Win98 or not. By referencing Shell.Explorer.2, you're explicitly trying to create an object for which there might not (probably isn't) a reference in the registry. If it is available, it would be an earlier version of the dll. Shell.Explorer.2 explicitly requires at least version 6.0.2600 of the dll.
