There are a bunch of options:
Microsoft have a WebService that can do this for you -- it's the MapPoint WebService.
You can automate many of the commercially available GIS packages. The one I reckon gives you the best Bang For Your Buck is Manifold (
www.manifold.net), but there are a bunch of others including offerings from ESRI and MapInfo.
